The program manager is the senior resident manager for the Federal Highway Administration (FHWA) Information Technology Support Services III (FITSS-3) contract. The program manager is responsible for the planning, implementation, management, performance, and supervision of the contract.



  • Responsible for all aspects of the FHWA FITSS-3 contract. Provides oversight and program management.
  • Manages a staff of over 170 engineers and IT professionals.
  • Responsible for the management of contract operations.
  • Primary management interface with the Government.
  • Interfaces with all areas affected by the project including end users, computer services, and client services.
  • Defines project scope and objectives.
  • Develops detailed work plans, schedules, project estimates, resource plans and status reports.
  • Conducts project meetings and is responsible for project tracking and analysis.
  • Ensures adherence to quality standards and reviews project deliverables.
  • Manages integration of vendor tasks and tracks and reviews vendor deliverables.
  • Provides technical and analytical guidance to project team.
  • Recommends and takes action to direct the analysis and solutions of problems.


  • Bachelor’s degree in information technology, engineering, business or related field, Master’s degree preferred.
  • US Citizenship and able to pass a government background for a Public Trust Clearance
  • Project Management Professional certification.
  • At least 15 years specialized, progressive experience in program and/or project management for complex IT programs/projects to include project plan development and project schedule management, risk management, financial management, resource and staffing management.
  • 10 years managing a diversified and geographically distributed workforce.
  • ITIL Foundation certified preferred.
  • Experience in all aspects of information technology including application development, operations, IT security, service desk, network, telecommunications, and end user services.
  • Demonstrated experience in meeting project milestones within funding parameters.
  • Demonstrated experience in solving complex problems.
  • Demonstrated experience with Microsoft Project.
  • Demonstrated communication experience to include oral, written, and formal presentation skills.
