Overview

The Technical Lead/Senior Project Manager is the most senior technical resource for the Federal Highway Administration (FHWA) Information Technology Support Services III (FITSS-3) contract. The Technical Lead/Senior Project Manager is responsible for the design and oversight of the technical architecture implementation.

Responsibilities

  • Work closely with clients, project managers, business analysts, and system designers in order to develop effective and high-quality enterprise solutions.
  • Ensure that appropriate methods and tools for the planning, development, testing, operation, management and maintenance of systems are adopted and used effectively throughout the organization.
  • Identify the use of new and emerging hardware, software and communication technologies and products, services, methods and techniques, and the assessment of their relevance and potential value as business enablers, improvements in cost/performance or sustainability.
  • Promote emerging technology awareness among staff and business management,
  • Understand and follow policies and procedures such as change management, project governance, configuration management, and release management.
  • Ensures adherence to quality standards and reviews project deliverables. 
  • Manages integration of vendor tasks and tracks and reviews vendor deliverables.
  • Provides technical and analytical guidance to project team.
  • Recommends and takes action to direct the analysis and solutions of problems.

Qualifications

  • Bachelor’s degree in information technology, engineering, business or related field, Master’s degree preferred.
  • US Citizenship and able to pass a government background for a Public Trust Clearance
  • At least 15 years of computer operations experience to include experience in computer engineering, coding, interface establishment, script application, storage management, multiple operating systems (e.g. Windows, Unix, and Linux), and RDBMS systems.
  • At least 3 years of program/project management experience with demonstrated experience in leading a large IT project teams through all phases of a project lifecycle to include risk management and project reporting.
  • Demonstrated experience applying IT systems security methods and techniques to systems designs.
  • Demonstrated experience in technical alternatives analyses and effectively managing implementations of complex technical solutions.
  • Demonstrated experience performing cost/benefit and other appropriate analyses using quantitative and qualitative analytical methods.
  • Demonstrated experience implementing new and emerging IT technologies and applications.
  • Demonstrated experience with effective oral communication to individuals and large groups.
  • Demonstrated experience solving complex problems.
  • Demonstrated experience and knowledge of FISMA and respective security controls.
