Overview

The DISN PMO Application Services and Ancillary Financial Analyst Subject Matter Expert (SME) provides financial and budget analysis support for the DISA Infrastructure Directorate’s (IE’s) requirement for Defense Information System Network (DISN) Program Management Office (PMO) Application Services and Ancillary Support at Fort Meade, MD.  

Responsibilities

  • Develop and analyze financial requirements related to carrier class networks and network service contracts
  • Analyze and measure the probable effects of various acquisition strategies, planned acquisition schedules, performance attainment of scheduled events and written status reports
  • Develop DoD life cycle cost estimates in Automated Cost Estimating Integrated Tools (ACEIT), using a variety of cost estimating methodologies and data analysis techniques
  • Develop work breakdown structures (WBS), cost element structure (CES), cost data research and archiving, and estimate documentation
  • Conduct risk and schedule analysis for existing IT projects
  • Review and comment on the accuracy and integrity of cost related documents, such as cost analysis requirements descriptions (CARD), and acquisition program baselines, and other acquisition and cost related documents
  • Develop automated cost models, cost databases, cost factors, and cost estimating relationships
  • Develop financial briefs, research white papers, cost reports, program cost estimates, analysis of alternatives, cost benefit analysis, and business case analysis

 

Qualifications

Minimum Qualifications:

  • Active Top Secret/SCI
  • Bachelor degree from a 4-year college in a financial related field
  • 10+ years of financial analysis experience in general
  • 5+ years of DISA specific experience
  • U.S. Citizen
  • Proficiency with the DoD Requirements Process; Program, Planning, Budgeting, and Execution (PPBE) System; and DoDI 5000.02 Defense Acquisition System Processes
  • PMP-certified

Desired Skills and Qualifications:

  • Excellent verbal and written communication skills

Desired Experience in:

  • Working in DoD network environments such as JWICS, NIPRNet, and SIPRNet
  • Working in a dynamic, fast-paced environment with changing priorities
