Overview

Support the Office of Naval Intelligence (ONI), in its execution of the Navy Intelligence Enterprise Audit Program under the auspices of the Navy Intelligence Information Assurance Program. Activities include Enterprise Audit Architecture and Compliance Standard, Program Management Tasks, System Lifecycle Tasks, and System Security Analysis Tasks. This work shall be performed primarily at the National Maritime Intelligence Center (NMIC).

Responsibilities

  • Manage multiple projects with broad scope, ambiguity, and high degree of difficulty.
  • Experience in reflecting linkage of POA&M and Action items as they relate to task outlined in Work Breakdown Structures (WBS).
  • Structure project management activities by deploying security-related initiatives
  • Create reports on progress status and financial status that identify risks, issues, cost overrun/underrun, scope creep, and factors that affect critical path, and briefing other team members and/or senior management on findings with recommendations for resolution.
  • Manage the development and baselining of WBS using project management software such Microsoft Project
  • Generating system health and performance reports and brief other team members and/or senior management on findings with recommendations for resolution.
  • Advise and assist in system/software design, development, integration, testing (functional and security), and maintenance of capabilities utilizing scripting and coding languages (i.e. XML, PowerShell, C, C++, Java, VisualBasic.Net, etc.)
  • Advise and assist in the development of technical system installation and administration documentation as well as operator manuals.
  • Advise and assist in the development of architecture diagrams utilizing diagramming software such as Microsoft Visio.
  • Ability to handle ambiguity and make decisions and recommendations with limited data

Qualifications

Clearance:        Active TS/SCI

 

Education and Experience:

  • Project Management Professional (PMP) certification
  • Bachelor and/or Master of Science in field related to required experience highly desired
  • Experience in the design, installation, configuration, testing (functional and security) and administration of HP ArcSight EMS system and components.

    A combined five (5) years of experience in the following areas: project initiation, planning executing monitoring and control and closing
  • Minimum three (3) years’ experience in leading integrated product teams (IPT) in achieving organizational goals
  • Minimum three (3) years’ experience in development of Project Management Plans (PMP, Work Breakdown schedules (WBS). Integrated Master Schedules (IMS), System Requirement Documents (SRD) and Plan of Actions and Milestones (POA&M).
  • At least two years (2) years broad experience in computer experience in computer and network systems as well as supporting IA/Information Security program management activities.
  • Expert in demonstrating proficiency in a wide range of information IT security technologies, embedded security, and platforms
  • Solid analytical/problem-solving skills a with capability to identify solutions to unusual and complex problem
  • Maintain a working knowledge of cybersecurity principles and elements
  • Experience with integrating information systems and data sources.
