The Bonneviille Power Administration (BPA) is a federal agency headquartered in Portland, OR, that markets wholesale electricity and transmission to the Pacific Northwest’s public and private utilities as well as to some large industries. BPA provides about half the electricity used in the Northwest and operates over three-fourths of the region’s high-voltage transmission.
BPA’s service territory covers all of Washington, Oregon and Idaho, and western Montana, as well as small contiguous portions of California, Nevada, Utah, Wyoming, and eastern Montana. BPA’s wholesale customers include public utilities, public utility districts, municipal districts, public cooperatives, some investor-owned utilities, and a few large industries such as aluminum companies.
BPA is seeking to transform their IT services to improve value to the business, provide a more efficient operation, and a better customer service experience for our clients at a reasonable cost. Phase one will be to transform our IT helpdesk and desktop support services utilizing the ITSM framework that is ISO 20000 compliant.
The Program Manager will have full authority for the entire program. He or she is manages the overall program budget, risks, and mitigation planning. Manages change and acceptance initiatives brought about by program activities. Manages a core team of dedicated resources, including their time and task management, performance, development, and goal and objective setting. Develops policies and procedures. Performs engagement management, including managing engagement risk, project economics, including planning and budgeting, and accounts receivable. Defines deliverable content, and facilitates client’s top management level buy-in to proposed solutions. Performs client management, including day-to-day interaction with client managers and sponsors. Performs business development, including developing and maintaining contact with top decision makers at key clients, organizing and leading capture teams, participating and leading aspects of the proposal development process, and contributing to proposal pricing strategy. Performs staff development, including serving as a counselor and coach, providing input and guidance to the staffing process, and actively participating in staff recruitment and retention activities. Provides leadership and support for delivery teams and staff in local offices. responsible for planning, organizing and managing the project for successful performance consistent with contractual agreements. Also responsible for acquiring follow-on business associated with assigned projects; and for supporting new business development by assisting with proposals.
