Overview

The Bonneviille Power Administration (BPA) is a federal agency headquartered in Portland, OR, that markets wholesale electricity and transmission to the Pacific Northwest’s public and private utilities as well as to some large industries. BPA provides about half the electricity used in the Northwest and operates over three-fourths of the region’s high-voltage transmission.

BPA’s service territory covers all of Washington, Oregon and Idaho, and western Montana, as well as small contiguous portions of California, Nevada, Utah, Wyoming, and eastern Montana. BPA’s wholesale customers include public utilities, public utility districts, municipal districts, public cooperatives, some investor-owned utilities, and a few large industries such as aluminum companies.

BPA is seeking to transform their IT services to improve value to the business, provide a more efficient operation, and a better customer service experience for our clients at a reasonable cost. Phase one will be to transform our IT helpdesk and desktop support services utilizing the ITSM framework that is ISO 20000 compliant.

 The Program Manager will have full authority for the entire program. He or she is manages the overall program budget, risks, and mitigation planning.  Manages change and acceptance initiatives brought about by program activities.  Manages a core team of dedicated resources, including their time and task management, performance, development, and goal and objective setting.  Develops policies and procedures.  Performs engagement management, including managing engagement risk, project economics, including planning and budgeting, and accounts receivable.  Defines deliverable content, and facilitates client’s top management level buy-in to proposed solutions.  Performs client management, including day-to-day interaction with client managers and sponsors.  Performs business development, including developing and maintaining contact with top decision makers at key clients, organizing and leading capture teams, participating and leading aspects of the proposal development process, and contributing to proposal pricing strategy.  Performs staff development, including serving as a counselor and coach, providing input and guidance to the staffing process, and actively participating in staff recruitment and retention activities.  Provides leadership and support for delivery teams and staff in local offices. responsible for planning, organizing and managing the project for successful performance consistent with contractual agreements.  Also responsible for acquiring follow-on business associated with assigned projects; and for supporting new business development by assisting with proposals.

Responsibilities

  • Defines deliverable content, and facilitates client’s top management level buy-in to proposed solutions.
  • Performs client management, including day-to-day interaction with client managers and sponsors.
  • Performs business development, including developing and maintaining contact with top decision makers at BPA.
  • Performs staff development, including serving as a counselor and coach, providing input and guidance to the staffing process, and actively participating in staff recruitment and retention activities.
  • Creates Weekly, Monthly, and Quarterly reports for the client.
  • Ensures that all SLA’s are met.
  • Prioritizes work and ‘on boards’ new work requests;
  • Ensures skill sets are aligned to work streams;
  • Manages risk and risk mitigation;
  • Ensures team is following BPA approved processes; and provides frequent, regular communication with BPA customers and stakeholders.
  • Defines and monitors metrics and performance based objectives to monitor our performance and provides details in monthly written reports, as well as with accomplishments of the prior month, plans for the upcoming month, and any issues or problems that may need to be addressed.
  • Develops and manages to an Integrated Master Schedule (IMS) for all program activities.
  • Delivers disciplined and flexible processes for initiation, planning, executing, monitoring, controlling, and closing projects.
  • Project success and achievement is based upon mature CMMI Level 3 processes, a flexible methodology to task accomplishment, adherence to industry standards, and technical expertise.
  • Tailors tasks in accordance with the BPA established process.
  • Uses PMBOK® standard PM framework (e.g. initiating, planning, executing, monitoring/controlling, and closing) to properly manage scope, time, cost, and quality objectives and met all BPA mission requirements
  • Conducts Integrated Project Team (IPT) meetings for specific tasks; this includes requirements gathering and traceability, risk identification, team coordination, schedule generation, and issuing weekly reports.
  • Provide frequent updates on the status of projects, and generate and maintain all required project management documentation, including project planning checklists; requirements and design specifications; risk analyses; test plans and procedures; metrics definition and management; and project schedules

Qualifications

  • US Citizen able to pass a government background check
  • Bachelor or higher degree in CS, CE, IT, or related field
  • 5 or more years’ experience in managing Information Systems
  • PMP certification required
  • Strong interpersonal and communication skills
  • Required Travel of 10%
  • ITIL certification desired
  • HDI certification desired
