  • Overview

    Responsive Strategic Sourcing for Services (RS3) Joint Venture, LLC (RS3JV) has a need for an Afghanistan Automated Biometric Identification System (AABIS) and Iraq Automated Biometric Identification System (IABIS) Program Manager (PM)/Program Lead to manage RS3JV's contractor personnel contingent upon task order award to ensure performance is in accordance with the Performance Work Statement (PWS). This position is located at RS3JV's Headquarters in Vienna, VA.


    Our PM is responsible for managing all contractual responsibilities and delivery of all contract deliverables. He or she informs the COR if it is necessary to realign and adjust staffing to meet and maintain the budget. Our PM ensures an efficient level of contract support by: 

    • Providing oversight of contract staff and support activities;
    • Ensuring coordination with the COR to fill vacancies; and
    • Managing overall contract performance to include providing subcontract management, overseeing invoicing, and contract change proposals.


    • Bachelor and ten (10) years of experience or Master’s degree and seven (7) years of experience providing oversight of multi-functional project teams, in a systems development environment, and planning and managing complex tasks sometimes under tight budget and time constraints.
    • Active Secret Clearance
    • Working knowledge in biometric and/or identity management systems
    • Experienced in full system life cycle development
    • Strong management, leadership, and written and oral communications skills
    • Familiarity with industry best practices
    • Certifications in one or more of the following are preferred; biometrics, project management, Six Sigma, and Information Technology Infrastructure Library (ITIL).
