  • Overview

    The Application Project Manager is the senior technical resource application and software development for the Federal Highway Administration (FHWA) Information Technology Support Services III (FITSS-3) contract. The Application Project Manager oversees assigned application and systems development projects of moderate to high complexity. The Application Project Manager is responsible for assembling the project team, assigning responsibilities, and managing schedules and resources to ensure timely completion of assigned projects.



    • Lead application development projects through all stages of the project lifecycle (requirements definition, design, build, test, deploy, and post-implementation support).
    • Coordinate end user training and user acceptance testing for assigned projects.
    • Communicate status of all project-related activities to internal and external organization based on agreed timelines.
    • Manage project performance (labor actual to estimates, completion time actual to estimates) and project performance to budget.
    • Ensure successful project implementation.
    • Work closely with clients, project managers, business analysts, and system designers in order to develop effective and high-quality enterprise solutions.
    • Ensure that appropriate methods and tools for the planning, development, testing, operation, management and maintenance of systems are adopted and used effectively throughout the organization.
    • Identify the use of new and emerging hardware, software and communication technologies and products, services, methods and techniques, and the assessment of their relevance and potential value as business enablers, improvements in cost/performance or sustainability.
    • Promote emerging technology awareness among staff and business management.
    • Understand and follow policies and procedures such as change management, project governance, configuration management, and release management.
    • Ensures adherence to quality standards and reviews project deliverables.
    • Provides technical and analytical guidance to project team.
    • Recommends and takes action to direct the analysis and solutions of problems.


    • Bachelor’s degree in information technology, engineering, business or related field, Master’s degree preferred.
    • US Citizenship and able to pass a government background for a Public Trust Clearance.
    • PMP Certification required.
    • ITIL v3 Foundations Certification Required, ITIL v3 Intermediate/Expert Certification preferred.
    • At least 10 years of program/project management experience with demonstrated experience in leading a large IT project teams through all phases of a project lifecycle to include risk management.
    • Demonstrated experience applying IT systems security methods and techniques to systems designs.
    • Demonstrated experience performing cost/benefit and other appropriate analyses using quantitative and qualitative analytical methods.
    • Demonstrated experience implementing new and emerging IT technologies and applications.
    • Demonstrated experience with client and customer services to include needs assessment and problem resolution.
    • Demonstrated experience with effective oral communication to individuals and large groups.
    • Demonstrated experience solving complex problems.
