  • Overview

    The CG completes shore infrastructure planning and environmental compliance processes to document, prepare, and prioritize their facility needs for Acquisition, Construction, and Improvement (AC&I) and Major Acquisition Systems Infrastructure (MASI) funded Construction and Real Property projects. Facility planning, environmental compliance, and seismic structural engineering efforts support the USCG's $20 billion real property inventory through the iterative completion of DD Form 1391 planning documents, NEPA documents and permits, facility seismic structural assessment and improvement design, and associated subordinate processes.


    Candidates are responsible to support USCG Shore Infrastructure  and USCG Civil Engineering Unit’s planning and NEPA Compliance actions. Planning efforts include but are not limited to DD Form 1391 Planning Documents, Basic Facilities Requirements (BFR’s), site evaluations, space utilization studies, capital cost estimating, life cycle cost analysis, database management, and related support tasks associated with those actions.


    • Minimum of a Bachelor’s degree in Planning, Architecture or Engineering.
    • MUST have experience with the DD Form 1391 Planning Process including Problem Statements (PS), Planning Proposals (PP), Execution Proposals (EP), Planning Proposal Reports (PPR) and Master Plans. - If you have no DD Form 1391 experience, your application will be rejected.
    • Technical Experience: Must have adequate construction, engineering, and/or architecture experience required for capital improvement cost estimates, life cycle cost analysis, and total ownership cost analysis.
    • Scope Experience: Must have specific experience with Federal planning work which includes alternative analysis as well experience with the DOD planning processes and impacts.
    • Complexity Experience: Must have specific experience with Federal planning work of the most complex nature. This includes publically and congressional visible or sensitive projects, time sensitive and high dollar projects, and projects involving environmental/historic preservation concerns.
    • Must be able to provide specific examples demonstrating scope, complexity, and topical experience.
    • Knowledge of AutoCAD, Windows Vista, MS Office, and Federal Government Contracting (Federal Acquisition Regulations).
    • Clearance:  Able to pass a Dept of Homeland Security background check
    • Citizenship:  US Citizenship Required
