  • Overview

    Provide Advisory and Assistance Services (A&AS) and deliverables in support of the 4th Civil Engineer Squadron (4 CES) at Seymour-Johnson Air Force Base. The 4 Civil Engineer Squadron, located in Goldsboro, North Carolina, is a 350-person base level mission support unit, assigned to Air Force Combat Command and the Air Force Installation and Mission Support Center. 4 CES is responsible for providing responsive, flexible full-spectrum installation engineering services for 2 Wing missions [the 4th Fighter Wing (4 FW) and the 916th Air Refueling Wing (916 ARW)], several tenant units (including, but not limited to, the 567th RED HORSE squadron) and its geographical separated locations (including Cherry Point, Dare County Bomb Range, and the Fort Fisher Recreation Area). The squadron’s missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, readiness and emergency management, and program management.  The unit provides program development for military construction, and project design and construction for restoration, modernization, and sustainment of base-owned facilities. 4 CES leads execution of a program encompassing approximately $270M active design and construction projects across the Military Construction (MILCON), Facility Sustainment, Repair, and Modernization (FSRM), and Unspecified Minor Military Construction (UMMC) programs locally. 4 CES develops and implements standardized designs and construction criteria for similar facility and infrastructure types and seeks other cost-reduction strategies such as packaging multiple single-facility requirements into "whole facility investments."

    Responsibilities

    Provide Advisory and Assistance Services (A&AS) and deliverables in support of the 4th Civil Engineer Squadron (4 CES) at Seymour-Johnson Air Force Base. Services and deliverables shall be high quality, delivered on time, and will be performed at Seymour Johnson Air Force Base, Dare County Bomb Range, and Fort Fisher Recreation Area. Services and deliverables shall include three A&AS categories: Management and professional services; Studies, analyses, and evaluations; and Engineering and technical expertise.

    • Responsible for the overall management of tasks performed under this task order.
    • Develop practical and effective processes and management control systems to meet the objectives of task order.
    • Providing technical input to Stakeholders (Project Managers and senior leadership)
    • Provide technical information for legal and legislative testimony;
    • Develop cost estimates using PACES, MCASESII, RS Means or other approved DOD cost estimating tools
    • Develop independent, local market corrected cost estimates, meeting accuracy standards specified in the DOD Unified Facilities Criteria, for Architect/Engineer and construction services throughout the planning, design, construction, and repair of facilities and infrastructure on projects ranging from $5,000 - $35,000,000 in scope
    • Develop independent cost estimates of the cost of construction contract change orders ranging in magnitude from $200 to $500,000
    • Conduct field review and forensics of contractor field performance;
    • Conduct independent assessment of project risk during design and construction based on earned value management, critical path schedule achievement, compliance with required construction management submittals, and other risk indicators.
    • Provide technical training, lessons learned, and best practices to technical and project management staff
    • Perform quality assurance oversight of Architect/Engineer and construction contractor technical work products, including assessment for compliance with applicable codes and design criteria
    • Apply the Department of Defense Unified Facilities Criteria and Uniform Facilities Guide Specifications to complex facility construction projects
    • Coordinate access to facilities, set up briefings, and conduct interviews with facility personnel.

    Qualifications

    • Bachelors Degree in Civil Engineering
    • Current active Registered Professional Engineer license is required.
    • Minimum 10 years’ civil engineering experience within the last 20 years.
    • Minimum of 4 years Program Management experience, with a minimum of 2 years’ experience in A&AS program management.
    • Working knowledge of the government procurement process and regulations related to A/E services and construction contracts.
    • Familiarity with federal design and construction contracts.
    • Knowledge of Facility and Building systems- Roofing, Building Envelope, Interior Construction, MEP (Mechanical, Electrical and Plumbing), Building automation, etc.
    • Strong written and verbal communication skills.
    • Read and understand BIM submittals, CAD drawings, old blueprints, and facility/project specifications.
    • 25% travel anticipated
