  • Overview

    The United States Postal Service (USPS) operates a complex logistics operation to transport mail and equipment between its mail processing and delivery facilities.  While some of the local transportation service within the larger metropolitan areas is provided by postal employees, the majority of the network is serviced by highway contract suppliers.  The complexity of the network requires continuous adaptations, resulting in requests for new service, or contract modifications.  Transportation purchasing in the USPS environment requires technically skilled and knowledgeable personnel who specialize in the commodity, and that are well versed in procurement, contract administration, and contract law.  



    • Reviews, analyzes, and evaluates business systems and user needs.
    • Documents requirements, defines scope and objectives, and formulates systems to parallel overall business strategies.
    • Familiar with relational database concepts, and client-server concepts.
    • Performs financial/statistical analysis and presenting recommendations based on the findings.
    • Tracks record of driving results through process improvement
    • Monitor project progress by tracking activity, resolving problems, publishing progress reports, and recommending actions.


    • Must be a U.S. citizen.
    • Security Clearance Type: Public Trust.
    • Full background check including drug screening .
    • Bachelor degree in a business related disciplines; MBA preferred.
    • Statistical/Financial analysis
    • Experience managing projects.
    • Business analysis experience (i.e. requirement analysis/gathering, business case development, etc.)
    • Strong writing skills; experience in developing job aids and policy documents.
    • Experience recommending controls by identifying problems and writing improved procedures.
    • Demonstrated experience improving workflow systems by studying current practices and designing modifications.
    • Detail-oriented and proven ability to manage multiple, competing priorities simultaneously.
    • Strong analytical and problem solving skills.
    • Demonstrated analytical skills using multiple tools (excel, access, sql, minitab, statistical software.
