  • Overview

    Serves as the Requirements Manager for the U.S. Army's National Ground Intelligence Center (NGIC) Combat Incident Database (CIDB) and Joint Trauma Analysis for the Prevention of Injury in Combat Database (JTAPICDB) Program.   


    The Requirements Manager position serves a significant role between the Combat Analysis Branch and the Software Development Team.

    • Reviews, interprets, and tracks customer requirements through development, and the reporting and demonstration of these requirements as implemented.
    • Provide monthly reporting for various requirements, ideally through the use of filters within the JIRA tool.
    • On a weekly basis, review new customer requests, provide progress updates, and deconstruct user stories into manageable development tasks as needed.
    • Prepares a high-level Requirements Management Plan.
    • Elicits requirements from stakeholders, ensures that all requirements are allocated to the appropriate system element(s) and are testable, and tracks the implementation status of all requirements throughout the Software Development Life Cycle (SDLC).
    • Supports the generation of data flow diagrams.
    • Supports requirements functional testing and user acceptance testing.
    • Performs technical risk and impact analyses based on parent-to-child relationships.
    • Coordinates the allocation of requirements to each software release.


    Minimum Qualifications:

    • Bachelor of Science degree from a 4-year college in a technical field such as science, technology, engineering, math, computer science, or systems engineering
    • 5+ years of hands-on IT experience
    • Experience with JIRA and Confluence for documenting and tracking development work, as well as creating, editing, and sharing filters.
    • Strong interpersonal skills, ability to effectively communicate with stakeholders at various leadership levels, and ability to communicate clearly and effectively in writing.
    • Lead or participated in Backlog Grooming Sessions
    • Lead Sprint Planning Sessions
    • Lead Sprint Reviews
    • Experience working with SharePoint sites

    Desired Skills and Qualifications:

    • Experience in organizations that have transitioned from traditional Waterfall to Agile is desired.
    • JIRA Administration experience
    • Confluence Administration experience
    • Development experience
    • Excellent verbal and written skills

    Required Clearance: TS/SCI (Top Secret / Sensitive Compartmented Information)
