  • Overview

    This project will provide defensive cyberspace operations (DCO) support to Defensive Cyberspace Operations Division (DCOD), US Army Regional Cyber Center-Korea. The DCOD environment includes any hardware, software, application, tool, system, or network used by the Government, whether developed, leased, or commercially purchased.


    Work shall include current and new systems at various lifecycle stages, and any future applications/systems not currently identified. DCO services are required to defend against unauthorized activity on all Army assets residing on the NIPRNet and SIPRNet. This includes activities from external hackers who may attempt to gain unauthorized access, insider threats attempts for unauthorized access, and policy violations that may impact network security and operations. The Contractor shall be required to continue performance during peacetime, crisis, hostilities, and war operations.


    • Provide management, administrative, and technical interface with the COR and KO in accomplishing services under this contract.
    • Maintain 24 hour on-call rosters for all team members.
    • Ensure on-call personnel report on site for duty within one hour of call-up.
    • Manage the development of the Safety Program Plan within 30 calendar days after award; manage the safety program.
    • Manage the development of the ITIL Process Plan within 30 calendar days after award; manage the ITIL processes.
    • Manage the development of the Quality Control Plan within 30 days after award; manage the quality process.
    • Develop and submit the Quarterly In Progress Review report.
    • Develop and submit the Monthly Status report
    • Develop and submit the Quarterly Cost to Complete report.
    • Maintain the necessary Program staffing levels.
    • Provide overall direction for Program staff.
    • Support the design and execution of exercise scenarios.
    • Support Security Test and Evaluations (Part of C&A Process).
    • Obtain and maintain IA certification appropriate to position.
    • Monitor contract performance and periodically review deliverables for conformance with contract requirements related to NE IA, security, and privacy.
    • Provide leadership and direction to NE personnel by ensuring that IA security awareness, basics, literacy, and training are provided to operations personnel commensurate with their responsibilities.


    Clearance and Certifications

    • DoD IAM III - CISM, CISSP (or Associate), or GSLC
    • ITIL v3 Foundations certification
    • Active DoD TS/SCI clearance

    Preferred certifications:

    • PMP certification

    Additional Qualifications

    • Bachelor’s degree and 10 years’ technical project management experience; may substitute five additional years of experience for a Bachelor’s Degree
    • 5 years experience in Software Development Life Cycle management.
    • At least 5 years experience in information assurance/cyber security management.
    • Experience in human resource and staffing management.
    • Experience in business process optimization.
