Enterprise Information Services, LLC, a Cognosante Company,  is seeking a program manager in support of a large modernization effort at a Federal Agency to bring legacy, high priority IT systems up to current and supported operating levels while also addressing critical needs for high availability, fail-over capability, decoupling of highly connected systems, and/or cloud-based solution implementations. The program manager is responsible for the planning, implementation, management, performance, and supervision of the contract.


  • Provides oversight and program management.
  • Manages a geographically dispersed staff engineers and IT professionals.
  • Responsible for the management of contract operations.
  • Primary management interface with the Government.
  • Interfaces with all areas affected by the project including end users, computer services, and client services.
  • Defines project scope and objectives.
  • Develops detailed work plans, schedules, project estimates, resource plans and status reports.
  • Conducts project meetings and is responsible for project tracking and analysis.
  • Provides technical writings/documentation supporting Project Management, Application Development, Systems Administration, Network Engineering, Cyber Security operations, and Technical Operations.
  • Provide support during audits, including providing documentation and responding to questions and requests.
  • Provide support for procurement actions, reporting, and human resource activities.
  • Ensures adherence to quality standards and reviews project deliverables.
  • Manages integration of vendor tasks and tracks and reviews vendor deliverables.
  • Provides technical and analytical guidance to project team.
  • Recommends and takes action to direct the analysis and solutions of problems.
  • Providing support for the development of government policies and procedures, working with federal guidance to document requirements.


  • US Citizen able to pass a government level background check and obtain a Public Trust.
  • Bachelor’s degree in information technology, engineering, business or related field, Master’s degree preferred.
  • Project Management Professional certification.
  • Experience in IT project management using the Project Management Body of Knowledge (PMBK).
  • At least 15 years specialized, progressive experience in program and/or project management for complex IT programs/projects to include project plan development and project schedule management, risk management, financial management, resource and staffing management.
  • 10 years managing a diversified and geographically distributed workforce.
  • Familiarity with Waterfall and Agile project management development methodologies.
  • Experience with providing technical writings, documentation supporting project management, application development, systems administration, network engineering, power marketing, real-time systems, and technical operations.
  • Experience in Federal budgeting and accounting practices.
  • Experience in Federal procurement practices.
  • Experience in IT plans, policy, and procedures development.
  • ITIL Foundation certified preferred.
