Overview

Enterprise Information Services, LLC, a Cognosante Company, is seeking a solution architect in support of a large modernization effort at a Federal Agency to bring legacy, high priority IT systems up to current and supported operating levels while also addressing critical needs for high availability, fail-over capability, decoupling of highly connected systems, and/or cloud-based solution implementations. The Solutions Architect will design, develop and implement solutions for strategic driven initiatives and critical projects that deliver value and maximize current technology investments.

Responsibilities

Provide enterprise architecture expertise and significant technology and domain expertise to translate the enterprise's strategy for legacy system upgrade/migration to the desired future state including development of a modernization roadmap.

  • Uses multi-disciplinary techniques, for example business process decomposition and redesign, information engineering, organizational redesign, change management, IT strategy and architecture, and performance measurement.
  • Interacts at a variety of points within the customer organization and program governance processes to assist in implementation of the established modernization roadmap.
  • Implement a robust Information Technology Service Management program based upon ITIL and ISO 20000.
  • Applying Software releases to production within a schedule coordinated with product owner and/or Federal managers.
  • Ensuring Software releases applied to production follow software configuration management processes and procedures.
  • Providing Support for installation, upgrade, and removal of COTS and custom developed software.
  • Development of extensions for new features, developing new software, and/or extensions to support new and changed requirements.
  • Working with IT, functional staff, and Federal managers on requirements definition and design.
  • Ensuring software and hardware configuration management procedures.
  • Communicating plans and status of projects and tasks as requested by project managers.
  • Create training materials and present a variety of trainings and seminars to small groups enabling them to better utilize delivered solutions.
  • Develop and support system integrations using enterprise service bus technologies and provide architecture analysis to ensure projects adhere to good architecture practices.
  • Provide expert advice to project teams on use of enterprise service bus technologies, data architecture and modeling, system architecture including integration best practices
  • Work with project teams in definition of requirements for integration strategies of their projects into the enterprise architecture.
  • Work with cross functional teams in support of existing or future software products.  
  • Researches and advises on the analysis of alternatives in the determination of upgrade, refactor, or other solution recommendations.
  • Ensures a focus on incorporation of high availability, fail-over capability, decoupling of highly connected systems, and/or cloud-based solution implementations.
  • Conducts reviews and analyses of architectures to ensure compliance with modernization roadmap and approach.
  • Coordinates and collaborates with subject matter experts and other architect leads to ensure consistent application of customer mission objectives are met.
  • Tasks may include developing data models for optimal performance in databases; designing data structures for data interchange; developing metadata structures including dictionaries, taxonomies and ontologies.
  • Leveraging domain expertise, develops comprehensive understanding of customer requirements and leads the development of a complete solution meeting all technical requirements and staffing needs for implementation of the modernization roadmap.
  • Provides subject matter expertise to meet customer technical, schedule and cost requirements.

Qualifications

Required

  • US Citizen able to pass a government level background check and obtain a Public Trust.
  • Minimum of 15 years of experience
  • Minimum of BA/BS degree
  • Experience in performing Analysis of Alternatives (AoA)
  • Knowledge of IBM Maximo, Oracle Federal Financials, Planning and Budgeting, TIBCO and ServiceNow
  • Strong written and verbal skills
  • Excellent communication and presentation skills

Desired

  • Expert experience in architecting and delivering enterprise technology solutions.
  • Experience with implementing and developing solutions leveraging commercial-off-the-shelf products.
  • Expert experience in building and presenting proto-type solutions.
  • Experience with designing and developing data models and data architecture.
  • Experience integrating Cloud and on premise software systems.
  • Expert experience using enterprise service bus technologies, data architecture and modeling. system architectures including integration best practices.
  • Expert experience in asset management, work management and inventory management best practices.
  • Expert experience in financial management and federal accounting best practices
  • Expert experience in ITIL best practices
  • Desired expertise in a minimum of one of the following skill groups
  • OS and Virtualization HP-UX/AIX/Linux, Windows, Amazon AMI, VMWare, RHEV
  • Database Oracle, MySQL, MS SQL, PostgreSQL, Datastax
  • Servers Cisco UCS, HP, Dell, IBM

  • Programming Languages Java, .NET, and C++
  • Experience with Database Consolidation and/or Separation, Data Migration from one Storage Platform to another
  • Experience with Risk Management Framework (RMF) process, Plan of Action and Milestone (POA&M)
  • Experience with Cloud Migration, Implementation, AWS Services, FedRAMP, System Integration capability
  • Experience with Application Lifecycle Management (ALM), Rational ClearQuest/ClearCase, Rally, Subversion, Nexus, Jenkins, Sonar, Crystal Reports
  • Experience with automation technologies to include Puppet, Chef, Ansible, Selenium, Jenkins, Nexus, and Docker
  • Experience working on fast paced Agile Environment, and ability to manage and proactively take on work and deliver.
